Provisional Identification Number/ User ID and Password communicated by DVAT department to Registered Dealers, for DVAT to GST migration/ enrollment/ pre-registration from 16 Dec. 2016 to 31 Dec. 2016; registered Dealers requested to complete the process of pre-Registration within next 4 weeks
In view of the fact that ‘Goods and Service Tax (GST)’ is to be implemented from 1 April, 2017, the ‘Goods and Services Tax Network (GSTN)’ has been assigned the task of collection of data/ enrollment/ pre-registration of existing indirect taxpayers for their smooth transition from VAT to GST regime. Therefore, the GSTN requires certain details for enrollment of existing indirect taxpayers/ registered dealers, as per the provisions of Proposed Model Goods and Services Tax Act (GST Act).
It may be noted that the GST Act shall come into force from the date to be notified by the Central/ State Government(s) and the ‘provisional registration number’ issued by the GSTN shall be effective only from the date to be notified later.
Therefore, as per the Provisions of Proposed Model GST Act, Provisional ID and Password have been provided by the DVAT Deptt. to the registered dealers, which can be accessed by the Dealers at DVAT website after login. This provisional ID and password is to be used in updating dealer’s current information on the GST Portal on the link at https://www.gst.gov.in for enrollment which is scheduled for Delhi from 16 Dec. 2016 to 31 Dec. 2016.
A DVAT Dealer/ Taxpayer should complete the below mentioned steps for pre-registration/ enrollment with the GST Portal:
i) Taxpayer has to enter the username and password as provided in the Table by the State VAT Authority/ DVAT Deptt.
ii) Enter Mobile Number and Email ID of the Authorized Signatory of the business entity. All future correspondence from the GST Portal will be sent on this registered Mobile Number and Email ID.
iii) Different One Time Passwords (OTPs) will be sent on Mobile and Email details entered. Enter the OTPs so sent on Mobile and Email as required.
iv) Enter information and upload scanned images as required/ mentioned in pre-Registration Form.
In case of any queries, the DVAT Dealers/ Taxpayers can contact on the GST Helpdesk Number 155055. Since all filled information along with Annexure are subject to verification in the GST regime, therefore, in case of misleading/ wrong/ incorrect information with/ without evidence shall attract provisions of cancellation as per the Provisions of Proposed Goods and Services Tax Act, 2016.

After successful submission, a welcome message will come to the registered Mobile Number and Email ID from the system after verification/ validation of the information submitted.
DVAT Deptt has advised Dealers/ Taxpayers to not to share the User ID and Password so provided by the Deptt. In case the same is misplaced or destroyed, please do contact your jurisdictional authority with request letter for issuance of fresh User ID and Password. Further DVAT Deptt has advised its registered Dealers to complete the entire process of pre-Registration within next 4 weeks from the date of receipt of provisional ID and Password.
