EPFO’s Employees Enrollment Campaign, 2017: Features, FAQs & Declaration Form
Govt. has amended PF Scheme 952 to launch ‘Employees Enrollment Campaign, 2017‘ during 1 Jan. 2017 to 31 Mar. 2017 (extended upto 30 Jun. 2017 by EPFO) to enroll eligible members who remained uncovered during 1 Apr. 2009 to 31 Dec. 2016 for any reason. Also the EPFO has prescribed Declaration Form for Employers for Enrollment of Members under the Campaign. The details of the Scheme along with Salient Features, and FAQs are given here-under:
Salient Features of EPFO’s Employees Enrollment Campaign 2017
This campaign is meant to extend social security benefits to all the eligible but deprived workers in the country. Various financial incentives are being offered to employers to enroll their workers, like waiver of EDLI Admin Charges, besides facilitating service delivery by Aadhar seeding. Salient features of the Employees’ Enrollment Campaign are as follows:
(i) The employee’s share of contribution if declared by the employer as not deducted, shall stand waived.
(ii) The damages to be paid by the employer in respect of the employees for whom declaration has been made under this campaign shall be at the rate of Rupee 1(one) per annum.
(iii) No administrative charges shall be collected from the employer in respect of the contribution made under the declaration.
(iv) A declaration can be made under the Campaign for the period for which no inquiry under section 7A has been initiated.
(v) If the employer fails to pay within 15 days of the date of making the declaration, the dues, interest and damages payable by him in respect of the declaration made under this campaign, such declaration shall be deemed to have not been made under this campaign.
Objective of the EPFO regarding this campaign is to minimise the huge litigation based on the non-enrollment during the past periods. Therefore, the EPFO is persuading the employers to avail this opportunity and make declarations to achieve maximum compliance.
IS Division of the EPFO has developed a functionality for online declaration under the Principal Employer section of epfo portal which shall facilitate implementation of the Campaign. After declaration, the payments are to be remitted by the employer through month-wise ECRs for the entire past period of enrolments. For the month of December, 2016 also the employer shall remit contribution through a separate ECR in respect of new members declared under the Campaign. The progress of enrollment through declaration shall be watched through the dashboard available on epfo website. Therefore, you are requested to update the online declarations on day to day basis.
EPFO prescribes ‘Declaration Form’ for Employees Enrollment Campaign
Govt. has amended PF Scheme 1952 by inserting para 82A on Special Provisions for ‘Employees Enrollment Campaign, 2017’ to enroll members who were eligible for PF Scheme but were not covered during 1 Apr. 2009 to 31 Dec. 2016 for any reason. An employer, whether already covered or yet to be covered, can enroll employees who remained un-enrolled for any reason by making a declaration of such employees during the campaign period. However, the declaration can be made only in respect of employees who are alive.
The Central PF commissioner has accordingly specified the requisite ‘Declaration Form’ to be furnished by the employer for the Employees Enrollment Campaign 2017.

The EPFO has released a set of 26 Clarifications by way of FAQs on the recently launched initiative named as “Employees’ PF Enrollment Campaign, 2017” which is to be carried on during 1 Jan. 2017 to 31 Mar. 2017 (extended upto 30 Jun. 2017 by EPFO).
‘Employees Enrollment Campaign, 2017’ is a Campaign to provide opportunity to the employers to voluntarily come forward and declare details of all such employees who were entitled for PF membership between 01.04.2009 to 31.12.2016 but could not be enrolled for any reason. The Campaign aims to extend PF benefits to employees hitherto deprived of PF benefits.
