GSTN Advisory on Biometric-based Aadhaar Authentication for GST Registration Applications

GSTN has issued an Advisory dated 28/08/2023 relating to Biometric-based Aadhaar Authentication for GST Registration Applications, effective from 30/08/2023. Functionality begins in Puducherry, involving GSK visits for registration completion.

This advisory has been issued with reference to Amendment in Rule 8 of the CGST Rules which states that applicants who prefer Aadhaar authentication and are identified on the common portal, based on data analysis and risk parameters, will undergo biometric-based Aadhaar authentication, which includes photographing the applicant.

The pilot project to implement these changes is set to roll out on the GSTN portal, starting in Puducherry from 30th August, 2023. Post the submission of the GST REG-01 application form and prior to the generation of ARN, applicants will receive either an instruction to visit GST Suvidha Kendra (GSK) or a link on their registered mobile or email as determined at the TRN stage by the common portal, to complete the registration process.

Applicants who receive the link for Aadhaar Authentication on their mobile or email can continue with their application following the current procedure.

In contrast, applicants instructed to visit GSK must do so at the specified GSK provided on their mobile/email, for the biometric authentication of all relevant individuals as per the GST Application Form REG-01.

In this scenario, the Application Reference Number (ARN) is produced only after completing the Biometric-based Aadhaar Authentication process. Applicants are thus advised to visit the GSK prior to the TRN expiry date as communicated in the email.

The operational days of the GSK are the same as advised by the respective state administration.
