ICAI has clarified 7 issues by way of FAQs on the Scheme of Waiver/ Exemption of CA Course Fee, lunched for Students who have lost either/ both parents during the period 01/04/2020 to 31/03/2023 (Covid-19 Pandemic).
It may be noted that ICAI has announced to completely waive/ exempt the registration fee of CA Course at all levels including ICITSS, AICITSS, MCS Courses for students who have lost either/ both parent(s) during 01/04/2020 to 31/03/2023 (Covid-19 pandemic), upon submission of requisite documents during the process of students’ registration. This way the ICAI has extended the helping hand to students in need by offering financial relief from payment of fee.
ICAI’s FAQs dt. 14/09/2021 : Exemption of CA Course Fee for students who have lost their any parent during 01/04/2020 to 31/03/2023 ( Covid-19 Pandemic)
Q.1 Whether this scheme of “Exemption of CA Course Fee for students who have lost their any parent during Covid-19 Pandemic” is applicable for all students in the country?
Ans. Yes. This scheme i.e. “Exemption of CA Course Fee for students who have lost their any parent during Covid-19 Pandemic” is applicable for such students in the country who are either pursuing or wish to pursue the CA course during the specified period from 01/04/2020 to 31/03/2023.
Q.2 What are the eligibility criteria for availing the exemption of CA Course Fee under this scheme?
Ans. May please note that this scheme is applicable for those students only who have lost any of their parent (Mother, Father or both) during Covid-19 Pandemic from specific period between 01/04/2020 to 31/03/2023.
Q.3 What is the procedure for availing the exemption of CA Course Fee for students who have lost their any parent during Covid-19 Pandemic?
Ans. Students have to fill the Registration Form in SSP Portal at http://www.icai.org of their respective courses (Foundation, Intermediate and Final) and upload the following documents:-
(a) Requisite documents as stated in the prospectus/ Registration Form for registering in the particular course.
(b) In addition to above, Death Certificate and Identity Proof of Mother/ Father, as the case may be, duly attested by any of the following authorized persons:
1. DCOs Heads/ Regional Heads/ Officer-in-charge of the Branch.
2. Principal under whom such student is registered for Articleship.
3. Central Council Member/ Regional Council Member/ Managing Committee Member of the Branch.
(c) No fees would be paid by such students at the time of provisional registration in the course in which they are applying.
(d) While scrutinizing the application form, if it is found that student was not eligible for exemption of registration fee, the form so submitted by the student will be rejected.
Q.4 What is the procedure for availing the exemption of ICITSS or AICITSS Course Fees for students who have lost their any parent during Covid-19 Pandemic?
Ans. Student has to separately submit the Death Certificate and Identity Proof of Mother/ Father duly attested by any of the following while applying for registration in ICITSS [consisting of Information Technology (IT) and Orientation Course (OC)] and AICITSS [consisting Advanced Information Technology (Advanced IT) and Management and Communication Skills (MCS) Course] during the specified period from 01/04/2020 to 31/03/2023:
1. DCOs Heads/Regional Heads/Officer-in-charge of the Branch.
2. Principal under whom such student is registered for Articleship.
3. Central Council Member / Regional Council Member/ Managing Committee Member of the Branch.
Q.5 Whether student can avail exemption in more than one course?
Ans. Yes. Eligible student can avail the exemption in more than one course (including ICITSS or AICITSS) subject to the condition that registration in the course(s) fall during the specified period from 01/04/2020 to 31/03/2023.
Q.6 How can a student who has lost either parent, claim refund if they have already registered for ICITSS and AICITSS courses and paid requisite fees?
Ans. The students of both ICITSS & AICITSS courses who have lost either parent during the defined period (01/04/2020 to 31/03/2023) of pandemic, can email their application to respective PoU for refund along with all the necessary attested documents as per the announcement. The PoU after checking and verification of the application received from such students will recommend and forward the same to helpdesk of respective courses.
Q.7 How can students get the refund of Registration Fees (Foundation, Intermediate or Final) if already paid and is/are eligible for refund on account of death of any parent (Mother/Father) during the defined period (01/04/2020 to 31/03/2023) of Covid Pandemic?
Ans. Such Students have to fill the Google Form (Link is https://appforms.icai.org/coursefeerefund/) and upload the following documents for refund of Registration Fees on account of death of any parent (Mother/ Father) during the defined period (01/04/2020 to 31/03/2023) of Covid Pandemic.
Documents to be uploaded:-
(i) Attested copy of Death Certificate of Father in PDF/ JPG format
(ii) Attested copy of Death Certificate of Mother in PDF/ JPG format
(iii) Attested copy of Identity Proof of Mother/ Father, as the case may be.
(iv) Student’s Passing Certificate of Class X or XII in PDF/ JPG
(v) Cancelled Cheque of the Bank Account in PDF/ JPG where refund is to be credited.
Attestation can be done by:-
1. DCOs Heads/ Regional Heads/ Officer-in-charge of the Branch.
2. Principal under whom such student is registered for Articleship.
3. Central Council Member/ Regional Council Member/ Managing Committee Member of the Branch.

The Competent Authority has decided that the registration fee of CA Course at all levels including ICITSS [consisting of Information Technology (IT) and Orientation Course (OC)] and AICITSS [consisting Advanced Information Technology (Advanced IT) and Management and Communication Skills (MCS) Course] would be exempted for such students who have lost their any parent during Covid-19 pandemic after submission of requisite documents while registering in the CA Course.

2. Principal under whom such student is registered for Articleship.

Can married women receive this ICAI exemption from CA Course registration fees?
It’s truly a generous scheme of ICAI. However, I am feeling clueless on fixing of duration of the CA Course Fee Waiver Scheme by ICAI from 01/04/2020 to 31/03/2023. Whether COVID 19 will end on 31/03/2023.. not before or later? May be someone can enlighten on the same?
What is the full form of ‘POU’ and from where a student could get email id?
@Rajanish Sharma: POU means Programme Organising Unit of ICAI (i.e. Regional Offices & Branches). For email, you have to contact concerned RO/ Branch.
I lost my mother due to covid on 29/04/2021. I have filled the entire form but on submission it is showing error because I did my CA registration on 27/02/2020. I request ICAI to please allow me to avail the CA course fee exemption as I am a genuinely needy candidate.

@Abhishek, it’s not only with you but with everyone I think… Bcoz I have registered on 18th Dec 2021. But still, in the end, the Google form is not accepting I mean, when I press on submit icon it Shows an error… If you think just bcoz of you you’re early registration it’s happening then it’s wrong… I am fed up with this if they don’t want to refund then why do they publish the news of refund… Even when I call them and raise a ticket on the SSP portal they are not good in reply… 😞😞

What is the procedure to take exemption of MCS Training fees? When I am registering for MCS Training batch online, the webpage gets redirected to payment page without any exemption option. I have been informed by someone that first I have to pay the fee then the same will be refunded. Why payment of fee is required when the same is exempted?

Not for the CA course fee but for the CA registration fee. Whether you want to go for the final, intermediate, or foundation track, your registration fee will be zero; they will not ask.

Have you uploaded the death certificate of your father with the signature of an ICAI-authorized official from your nearby branch? If so, it may be listed as registered with a provisional registration. I also registered today, and at last it was showing an error. But after logging in again, it showed up with the message “registered, but provisional registration.”.
