SS Dubey takes over as 28th CGA of India

Mr. SS Dubey has assumed the esteemed position of Controller General of Accounts (CGA) on March 6, 2023, marking the beginning of his tenure as the 28th CGA of the Ministry of Finance, Government of India.

Mr. Dubey brings with him a wealth of experience, having served as a distinguished officer of the 1989 batch of the Indian Civil Accounts Service (ICAS). His appointment as the CGA was made by the Government of India, with effect from March 6th, 2023. Prior to his current role, Mr. Dubey held the position of Additional Controller General of Accounts, Public Financial Management System (PFMS).

Mr. Dubey has been bestowed with the significant responsibility of overseeing financial operations across multiple government ministries and departments. Throughout his tenure as Chief Controller of Accounts in the Ministry of Housing & Urban Affairs and Department of Industrial Policy and Promotion, as well as Controller/Deputy Controller of Accounts in the Ministry of Environment & Forest, Ministry of External Affairs, Department of Revenue, and Department of Supply, he has demonstrated a remarkable acumen for budgeting, accounting, payment, and internal audit functions. Moreover, he has also served as a Financial Advisor & Chief Accounts Officer in Bank Note Press, Dewas, where he effectively utilized his extensive experience in managing financial affairs to the utmost benefit of the organization. Mr. Dubey’s distinguished career is marked by his unwavering commitment to ensuring financial stability and soundness in every role he has undertaken.

During his tenure on central deputation, Mr. Dubey held the esteemed positions of Joint Secretary and Financial Advisor to both the Ministry of Housing and Urban Affairs and the Ministry of Development of North Eastern Region. He also served as Deputy Secretary and Director to the Ministry of Food, Consumer Affairs, and Public Distribution, where he oversaw the Targeted Public Distribution System and CWC (PSU).

Additionally, Mr. Dubey was appointed as the Government of India nominee Director on the Board of various Public Sector Undertakings, including Engineering Projects India Ltd., NBCC, HUDCO, and Metro Rail Corporations of several states.

As the Principal Advisor on Accounting matters to the Union Government, the Controller General of Accounts (CGA) plays a critical role in establishing and managing a technically sound Management Accounting System.

The Comptroller and Auditor General (CGA) holds the significant responsibility of preparing and submitting the accounts of the Union Government, ensuring proper exchequer control, and conducting internal audits for the Central Government. These essential duties demand a considerable level of professionalism and expertise, which the CGA takes very seriously. The CGA is dedicated to carrying out these responsibilities with the utmost diligence and commitment.
